How to Define User Roles to Import/Export Files in QuickBooks

Can you answer this please? My client is so frustrated.  He wants his officer manger to be able to import IIF files. He called support and they said if he gives her permission to generate JE's for her type of work which is A/R and A/P from the 3rd party software, she should be able to import. Is this correct?  I read that only the ADMIN can do that.
In QuickBooks Pro/Premier, you need to be logged in as Admin or External Accountant in order to import or export IIF files.  QuickBooks Enterprise allows you to define user roles much better.  All you need to do is give the user full access rights for File: Import and File: Export.  Surprisingly, being able to more tightly define user access is one of the top reasons businesses upgrade to QuickBooks Enterprise.
